Brian O’Shea is the founder and principal of BPO Strategies, a public relations and policy consulting firm based in Long Beach, California.
Brian assists some of the nation’s leading trade associations and companies in developing policy positions at both the federal and state level and crafting advocacy campaigns to help advance their objectives, with a particular focus in the financial services sector. Throughout his career, Brian has developed expertise in helping policymakers understand complex issues, and in making sure his clients’ interests are considered and incorporated during the legislative and regulatory process.
Prior to founding BPO Strategies, Brian was Senior Director for the Center for Capital Markets Competitiveness at the U.S. Chamber of Commerce in Washington, DC. Brian led the Chamber’s efforts related to capital formation, corporate governance, Securities and Exchange Commission (SEC) enforcement, and several other capital markets-related issues. Brian has extensive experience in building broad industry coalitions from the ground up, and has a track record of advancing client priorities at regulatory agencies and on Capitol Hill. He has also testified before the U.S. Senate Judiciary Committee regarding regulatory issues impacting small businesses.
Before his time at the Chamber, Brian was the lead staffer for the Capital Markets Subcommittee in the U.S. House of Representatives, which oversees the SEC as well as the federal housing finance system. As a staffer, Brian helped shepherd nearly 40 pieces of legislation through the Financial Services Committee during the 114th Congress, a number of which were signed into law. Additionally, he led the Subcommittee’s oversight efforts of agencies under its jurisdiction. Brian has also served as legislative director for two different members of the House Financial Services Committee.
Earlier in his career, Brian spent six and a half years with the private wealth management group at Morgan Stanley, where he helped manage $1.3 billion of client assets.
